The Digiväylä project, initiated by the City of Outokumpu and Outokummun Seudun Teollisuuskylä Oy, began as a concept — a collection of separate development ideas refined over the years. These ideas were merged into a broader EU-funded project. Within the Digiväylä project, we developed a custom web-based software solution for the city, known as the Outokumpu Manager.

“Working with Hurja has been productive, even though the original schedule was extended due to the pandemic and various service provider dependencies.”

One platform for all local data

The Digiväylä project needed a web-based system to maintain information about local businesses and other Outokumpu-related content. The city also installed public info displays, and it was essential to keep content production and maintenance for these screens as simple and clear as possible. Different user roles were also required for the system.

The info displays and map view required their own customized software and admin interfaces, allowing the city, entrepreneurs, and service providers to publish announcements, attractions, advertisements, offers, and events — all accessible via screens and the web-based map. The solution had to be comprehensive and easy to use.

A management tool for the city’s digital presence

In the Digiväylä project, we built a custom web application called Outokumpu Manager, which allows city staff to manage and update the content for both the info screens and the interactive map. The solution includes separate back-end systems for managing these two features.

User roles and permission levels were built into the system, each with its own interface and functionalities. Admin users can manage companies, screen content, and playback settings (such as the order of ads or video lengths). Business users can independently create content like service offerings and promotions, which appear on the screens and product cards within the map.

The content visible to the public includes events, ads, and city announcements — all accessible through the screens and the separate map view. The interactive map gives a quick overview of current topics and makes it easy to search for information or explore service listings.

“Overall, the cooperation has been smooth — especially when you consider we were building a completely custom solution from scratch. Every project has its bumps, but what matters is how proactively and systematically the issues are solved together.”
